Exfoliation is a natural process:  cells form in the deep-lying layers of the skin, then rise to the skin’s surface and are naturally eliminated.  When this process becomes slower (due to age, fatigue, air pollution...), dead skin cells start building up on the skin's surface, clogging it and giving it a thicker, duller and rougher texture.
